Oda Tarihçesi
Ticaret Odalarının tarihine baktığımızda; süreç itibarıyla ticari ortaklık şeklindeki ilk örgütlenme XII. Yüzyılda tüm Avrupa’ya yayılmıştır. Dünya’da ticaret ve Sanayi Odalarının ortaya çıkışı XVI. Yüzyılın sonlarına rastlamaktadır. Ticaret Odası adını alan ilk kuruluş Marsilya Ticaret Odası Olup, kuruluş yılı 1600 dür Kuzey Amerikada ilk ticaret Odası 1768 de Newyork ‘da kurulmuştur. Kanada’da ise 1804 yılında Halifax’da açılmıştır. Günümüzde batılı ülkelerin Ticaret ve Sanayi Odalarında müşterek olan husus; Devlet otoriterlerine ve işletmelerine müşavirlik fonksiyonlarıdır. Osmanlı İmparatorluğunda Tüccar ve Zanaatkârlar 1500 lü yıllardan itibaren “lonca” ve “gedik”lerde teşkilatlanmış, mesleki ahlak ve dayanışmayı sağlamışlardır. Batılaşma hareketlerinin başlaması ile birlikte bir dizi reform ve yenilik içeren, 1856 tarihli ıslahat Fermanı tüccarların bugünkü anlamda odalar kurarak örgütlenmeleri gereğini ortaya çıkarmıştır. İlk olarak 1871 yılında Tarsus Ticaret ve Sanayi Odası Kurulmuştur, bunu 1882 de İstanbul’da1885 de İzmir’de kurulan odalar izlemiştir.
1925 de çıkarılan 655,1943 de çıkarılan 4355 sayılı yasalarda Odalar ve Borsalar mevzuatında değişiklik yapılmış, 15 Mart 1952 tarih ve 7457 sayılı resmi gazetede yayımlanarak yürürlüğe giren 5590 sayılı ve en son 5174 sayılı yasa ile odalar ve borsalar özerklik kazanmış, sayışları hızla artmıştır. Çay Ticaret ve Sanayi Odamız 01 ocak 1969 yılında kurulmuştur.
